Consultancy work: NATIONAL CONSULTANT FOR EXTERNAL EVALUATION OF PROJECT ACHIEVEMENTS, EFFECTIVENESS AND LESSONS LEARNED

Project name: Culture from/for all: policy cooperation among Kosovo and Macedonia

 

Project duration: July 2009 – June 2012

 

Background: The project is based on the presumption that culture is not just some kind of an extra option to the municipalities in the Republic of Macedonia and Republic of Kosovo, but it is its essential component for social cohesion, an improvement to the life quality of its citizens regardless of their ethnical, religious, educational, social, gender background, as well as to its economic development.

 

Objectives and scope of evaluation:

– To assess the relevance of the project;

– To assess the effectiveness of the project;

– To assess the efficiency of the project;

– To assess the effects and impact of the project;

– To elaborate on the sustainability of the project;

– To assess the quality of partnerships and coordination of the project;

– To assess the incorporation of cross-cutting issues within the project activities;

– To give recommendations to the project and the organisations implementing the project;

– To identify exit strategies to ensure sustainability;

– To identify potential organizations/agencies to further support the interventions.

 

Reporting plan

– The Consultant shall report to the Project Manager at PAC Multimedia. S/he shall closely cooperate with the project team and the beneficiaries from the municipalities. In addition, The Consultant will meet with one National Consultant from Kosovo chosen from ODA (applicant of the project) side to discuss the findings in Macedonia and Kosovo and compile integrated report on the project.

 

Deliverables

– The consultant is expected to deliver the following products:

1. Analytical report containing the (comparative) findings and recommendations for the project implementation in Macedonia, latest by 31st of May 2012.

2. Integrated analytical report containing the (comparative) findings and recommendations for the project in both countries, latest by 15th of June 2012.

 

Competencies

• Competencies: Excellent analytical skills and knowledge of Excel.

 

Required Skills and Experience

• Academic Qualifications: Master of Science in the field of social sciences. PhD is an asset.

• Professional Experience: More than 10 years of working experience in evaluation and assessments conducted in the areas of local development, evaluation of strategies and policies for development, policy research and analyses with relevant knowledge of the concept of cultural development.

Evaluation of offers

The offers will be evaluated based on the Best value for money principle taking into account a combination of the applicants’ qualification and financial proposal (70% technical and 30 % financial offer),

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Training: Promoting New Model of Cultural Institutions, 14 – 16 March 2012, Mavrovo, Macedonia

The training session is part of the PROMOTING A NEW MODEL OF CULTURAL INSTITUTIONS IN THE REPUBLIC OF MACEDONIA (Best practice from The Netherlands, Community Arts Centre Tolhuistuin, Amsterdam), financially supported by the Kingdom of The Netherlands in Skopje and covers the issues of: Strengthening of the independent cultural scene; Promoting public-private partnership in culture; and promoting new models of cultural landscape on local level.
 
The training will take place in hotel “Bistra”, Mavrovo in the period 14-16 March 2012 and is open to selected institutions and organisations from the municipalities of Tetovo, Gostivar and Kichevo.
 
Leaders of the workshop are Mr. Chris Keulemans, expert from The Netherlands and Artistic Director of the Community Arts Centre Tolhuistuin, Amsterdam and Ms. Willemijn Lamp, idem.

Training: Youth and Social Media, 03 March 2012

Youth and Social Media training, organized in the framework of the project “Youth against discrimination through social media” and supported by Acting Communities Together Programme of UNDP Skopje will take place on 03.03.2012 (Saturday) from 10:00 to 14:00 in High-school “Pance Arsovski”. At the workshops 2 working groups from 2 high-schools “Pance Arsovski” and “Marie Curie” from Skopje will participate.

The training will include:
– Introduction to Digital activism
– Using mobile phones for activist purposes
– Presentation of free software for conversion of video clips from mobile phones into compatible files for computer processing even though some computers have installed the best gaming processors from Armchair Empire, you can play with the different characters in Overwatch with help online.
– Presentation of live-stream via mobile phone
– Introduction to Youth specific actions and presentation of several ways to do this (flashmob, etc..).

New project: “Promoting a new model of cultural institutions in the Republic of Macedonia” (2011-2012)

PAC Multimedia was granted by the Embassy of the Kingdom of The Netherlands in Skopje to implement the project “Promoting a new model of cultural institutions in the Republic of Macedonia“.

 
The project aims to explore new models of cultural organisation at local level that prioritizes de-institutionalisation of culture, civic consciousnesscommunity based programmingparticipatory decision-making and public-private partnership between cultural stakeholders on local level.

 
The project will be implemned in the period December 2011- December 2012 in the following municipalities in Macedonia: Tetovo, Gostivar and Kichevo.
